Section 603.1/Accessible Toilet and Bathing Rooms

ANSI A117.1 Section 603 covers clearances, fixture placement, and grab bar locations for accessible toilet rooms.

What this section requires

Accessible toilet rooms must provide a 60-inch turning space, a water closet with centerline 16 to 18 inches from the side wall, side and rear grab bars at specific heights and lengths, and a lavatory with knee and toe clearance. The water closet must have a clear floor space of 60 inches minimum measured from the side wall and 56 inches minimum measured from the rear wall. Grab bars must be mounted 33 to 36 inches above the finish floor. The lavatory must not encroach on the water closet clear floor space.

Why this section exists

Accessible toilet rooms are one of the most detail-critical accessible elements in a building. A wheelchair user needs specific clearances to transfer to the water closet, and grab bars at precise locations to support the transfer. Even small dimensional errors (a grab bar 2 inches too high, a centerline 1 inch too far from the wall) can make the fixture unusable for a person with a mobility disability. The detailed dimensions in ANSI A117.1 are based on extensive human factors research.

What plan reviewers look for

Plan reviewers check the enlarged toilet room plans for all dimensional requirements: water closet centerline, clear floor space, grab bar lengths and mounting heights, lavatory clearances, and the 60-inch turning space. They verify that doors do not swing into the required clearances. They check that accessories (toilet paper dispensers, soap dispensers) are within accessible reach ranges.

Common violations

Water closet centerline dimension wrong
The water closet centerline is shown at 18 inches from the side wall but the actual centerline after the grab bar and wall finish is 19 inches. The 16 to 18 inch range must be measured from the finished wall surface including any wall-mounted accessories.
Door swing encroaches on clear floor space
The toilet room door swings inward and overlaps the required clear floor space at the water closet or lavatory. The clear floor spaces must be maintained with the door in any position.
Compliance tip
Provide enlarged plans of every accessible toilet room at 1/4 inch scale or larger. Dimension the water closet centerline, clear floor spaces, grab bar locations, and lavatory clearances from finished wall surfaces. Show the door swing and verify it does not conflict with required clearances. Include grab bar mounting height details.
